REPRIMAND: REGINALD ENDICOT BARCLAY III


EXECUTIVE SUMMARY

This report formally addresses a series of policy and conduct violations committed by Lieutenant Reginald E. Barclay III (Reginald Barclay) while assigned to Project Pathfinder. The charges related to these incidents are as follows:

  • Attempting to circumnavigate the established Command structure
  • Unauthorized access to restricted systems
  • Misuse of Federation Property
  • Privacy Violations
  • Abuse of Starfleet Personnel Data access
  • Unethical holo-activities.

The individual incidents, in relation to each charge are detailed below:


INCIDENT 1A - ABUSE OF STARFLEET PERSONNEL DATA ACCESS

Reginald Barclay was discovered by his commanding officer (Peter J. Harkins) in the Project Pathfinder hologrid running a self-designed interactive program set onboard the U.S.S. Voyager. To develop this program, Reginald Barclay accessed restricted personnel files to source the required biographical data. As a member of the Project Pathfinder team, Reginald Barclay has sufficient clearance to access this data without additional checks or clearances.


INCIDENT 1B - PRIVACY VIOLATIONS

During Commander Peter J. Harkins initial observations of program Barclay Pi Three. It was clear that while designing the program, Reginald Barclay made alterations to the holographic character profiles that were generated from the Starfleet personnel files that he accessed. The perceived intention of these alterations was to make the holographic representations of the Voyager crew more amenable and otherwise friendly towards him.

Given Voyager’s distance from Federation space, it would have been impossible for Reginald Barclay to have been granted the appropriate individual consent to make these types of alterations to holographic representations of living beings. To state clearly for the record, he was also not granted these permissions by his commanding officer.


INCIDENT 1C - UNETHICAL HOLO-ACTIVITIES

After a deeper investigation of Barclay Pi 3, it has become clear that the intended end result was a program that was personally indulgent and professionally inappropriate. Character subroutines were altered on a continuous basis after the program's initial activation. With computer records clearly recording adverse interactions, followed by a freeze program command and subroutine alterations before Reginald Barclay called for the program to resume.

Holodeck logs also record Reginald Barclay’s inappropriate level of relationship building with the crew. Fortunately, logs do not record any romantic engagements. However Hologrid transcripts do record him referring to his ‘idealised’ versions of the Voyager crew as his ‘best friends’. As well as his creation of his own quarters onboard Voyager. Where usage logs show he clearly spent multiple nights.

In addition to these serious procedural violations. Reginald Barclay also made use of Barclay Pi 3 to evade arrest. A full hologrid activity log is attached. During attempts to evade security, Barclay Pi 3 characters attempted to delay and/or incapacitate Starfleet Officers by firing on them using holographic weaponry. While this could be construed as justification for an additional charge of assault. Due to Reginald Barclay's decision not to disable the hologrid safety protocols, this charge has been removed.


INCIDENT 2 - ATTEMPTING TO CIRCUMNAVIATE THE ESTABLISHED COMMAND STRUCTURE

After Reginald Barclay was informed by his Commanding Officer that he was relieved of his duties, temporarily suspended from Project Pathfinder and banned from using the associated facilities. It has become known that he left the lab and went straight to the office of Admiral Owen Paris (Starfleet Command), prior to his suspension being officially filed. Upon arrival, he was informed that the Admiral was not available, but insisted on waiting for a gap in his schedule.

Lieutenant Barclay failed to notify or receive approval from his Commanding Officer (Commander Peter J. Harkins) to schedule this meeting. Where he proposed his ideas to a member of the Admiralty.

The suspension was filed prior to Admiral Owen Paris agreeing to meet with Reginald Barclay. As such, Reginald Barclays' attempt to bypass the proper chain of command was not successful.

Nonetheless, Reginald Barclay's actions must be considered a willful attempt to circumvent Starfleet’s operational hierarchy. A charge which carries additional implications regarding the integrity of the research-based operations he participates in.


INCIDENT 3 - UNAUTHORISED ACCESS OF RESTRICTED SYSTEMS

Following his suspension from Project Pathfinder. Reginald Barclay made use of his engineering skills to bypass measures implemented to prevent him from accessing the Pathfinder lab.


INCIDENT 4 - MISUSE OF FEDERATION PROPERTY

In addition to breaking into the Pathfinder Lab. Reginald Barclay made unauthorised use of systems in addition to the holo lab (detailed in Incident 1C). The most serious of these breaches must be considered his access and then usage of the not yet fully deployed MIDAS array.


DISCIPLINARY MEASURES

Following an internal review between Commander Peter J. Harkins and Admiral Owen Paris, with approval from Starfleet’s Judge Advocate General’s Office it has been decided that as a result of these incidents the following disciplinary actions will be taken:

  • A formal reprimand will be entered into the personnel file of Lieutenant Reginald Endicot Barclay III.

  • Reginald Endicot Barclay III will be placed on restricted duty under the oversight of Commander Peter J. Harkins, pending a review from the Communications Integrity Subcommittee.

  • Reginald Endicot Barclay III will be banned from further usage of any Starfleet or Commercial holo facilities or experiences until the conclusion of a thorough psychological review. These privileges may be revoked on a permanent basis, pending results of said review.

  • Reginald Endicot Barclay III will be required to attend an ethics and conduct seminar held in Starfleet Medical, led by their Behavioural Science Division.


APPENDIX A - DISCIPLINARY OUTCOME MEETING STATEMENT - COMMANDER PETER J HARKINS

Following the incidents detailed above, I Commander Peter J. Harkins led a Disciplinary Outcome Meeting with Lieutenant Barclay to address the ethical violations tied to used use of the holodeck. The following points were made clear:

  • Creating holographic likenesses of fellow Starfleet personal, particularly without their knowledge or consent, is an egregious violation of professional boundaries and personal dignity.

  • The approved use of a hologrid in a professional capacity does not grant license to fabricate personal fantasies involving colleagues, nor is it to be used to create a surrogate reality to escape interpersonal challenges.

  • That Project Pathfinder operates under heightened ethical and security standards due its granted access and involvement in the development of experimental technologies such as the MIDAS Array.

  • Following the initial success in making real time contact with USS Voyager (NCC-74656). Should such contact become more frequent, conduct unbecoming of a Starfleet officer will not only reflect poorly on the project, but could also threaten to undermine the trust of the USS Voyager (NCC-74656) crew.

Lieutenant Barclay has acknowledged the impropriety of his actions, and his own words expressed “deep regret” and a “commitment to earn back the respect of my colleagues.”

I do believe the remorse is genuine, though continued psychological oversight is warranted.


APPENDIX B - PERSONAL STATEMENT - COMMANDER PETER J HARKINS

While Lieutenant Barclay’s technical aptitude and unorthodox methods directly contributed to establishing two-way communication with USS Voyager (NCC-74656), his actions leading up to that success were not in keeping with Starfleet’s core, or really any other values. This reprimand and subsequent detailed disciplinary measures should serve not only as a corrective measures, but also as a warning to all personnel.

Ingenuity cannot come at the expense of ethics, order and/or respect for one’s peers.
