Starfleet Command Emergency Session

The following is an edited transcript of a private emergency session convened to discuss the developing Prometheus Incident on the Romulan border. It took place at Starfleet Headquarters in San Francisco, Earth.

Captain Elizabeth Shelby (Task Force Lead - Fleet Redevelopment)
A visibly stressed Captain Elizabeth Shelby is at the head of the table within one of Starflects Admiralty conference rooms. From the number of people present it is clear that despite the security guards at the door. This is no standard confidential briefing. The room is awash with activity, with a number of junior officers manning hastily set up temporary consoles. Occasionally crossing the room to hand a PADD to Shelby as she tries to reassure a group of ever more irate Admirals that she stands addressing.
Admiral Hayes enters
Hayes: This had better be important Shelby. Report!
Nechayev: That demilitarised zone will come into full effect in one month's time, both the Federation and Cardassians have been given this grace period to transport colonists that now reside outside their borders to new homes. While the Federation has made territorial concessions to establish the Demilitarised Zone, the Federation Council and the Office of the President believe this will foster lasting peace. I must emphasize the historic nature of this agreement. It frees many worlds and Starfleet from decades of conflict, providing them and us with the opportunity to rebuild.
Ross: Captain Shelby has just been filling us in. It seems that her latest experiment at Utopia Planetia with minimal starship crew compliments has been a bit too minimal.
Paris: The new Prometheus class prototype was on a shakedown cruise near the edge of the quadrant when we lost contact. The Bonchune was redirected to intercept and we temporarily lost contact with them as well. When communication was reestablished they reported that Prometheus engaged and disabled them. Naturally, we suspected foul play.
Hayes: Who are our suspects?
Shelby: ... When he re-established contact Captain Hannity reported 27 Romulan life signs were detected onboard.
Hayes: Romulans?
Henry: You can always rely on a Romulan to take advantage of a crisis
Necheyev: Have we received any formal word that they have allied with the Dominion?
Paris: Nothing as of yet. But a hostile takeover of an advanced Federation Starship could definitely be described as an opening move. We've reached out to their government for comment, but they're being characteristically quiet.
Ross: After disabling the Bonchune, the ship began making a run for the Romulan border. That’s when you walked in, Jeremiah.
Ross: The Avalon, Warspite and Victory are within interception range.
Hayes: Give the order. Protocol Theta-9. They are to use deadly force if necessary. We can’t let that ship cross the Neutral Zone.
